A closed-loop strategic operational management system with RBS at its core
To achieve organization operational excellence, we have developed a unique and holistic management framework: the RIGOL Business System (RBS). Originating from our mission, propelled by the dual-wheel drivers of market and
technology, focusing on three strategic downstream industries, guided by four core values, and supported by a pentathlon of key organizational capabilities, this systematic, dynamic, self-improving, closed-loop management framework
guides us to achieve strategic goals and create long-term value. The architecture of the RBS is illustrated in the diagram below.

Compliance and Risk Management
Strengthening risk management is the fundamental guarantee for the Company's long-term and stable development. RIGOL has established a comprehensive and efficient risk

risk management into corporate management and business operations to promptly identify, assess, and respond to various potential risks.

Addressing Climate Change
Global climate change has a continuous impact on business operations. RIGOL incorporates climate
change as a key consideration in its strategy formulation, systematically identifying and assessing
climate-related risks and opportunities based on its business characteristics, and promoting the
implementation of mitigation and adaptation measures.
Governance
The Company integrates climate change into its overall ESG governance framework as a key topic of
strategic focus, managing climate-related risks and opportunities under the supervision of the Board
of Directors. The Company has established a climate governance structure composed of the Board of
Directors, the HSE (Health, Safety, and Environment) Management Committee, and the administrative
department, forming a top-down management system to coordinate GHG emission management and
climate risk response efforts.
At the execution level, the Company has established a climate change working group, led by the
administrative department, responsible for the identification, assessment, and implementation of
climate-related risks at production bases and in business departments, ensuring a timely response
to potential or identified risks. By integrating climate change management requirements into daily
operations and performance management, the Company promotes the continuous improvement
of climate change management capabilities in relevant functional departments and subsidiaries,
guaranteeing the effective implementation of climate governance work.
To systematically advance climate change governance, the Company has formulated and implemented
policy documents such as the Carbon Reduction Strategy and Roadmap , the Management Measures
for Low-Carbon Technology Transformation , and the Management Measures for GHG emission
Accounting . These documents focus on carbon reduction strategy, low-carbon transition, and
emission management, clarifying reduction targets and implementation paths from strategic planning
and technical implementation to emission accounting and data management. They standardize
the promotion of low-carbon projects and greenhouse gas management, providing an institutional
guarantee for the implementation of climate risk response, mitigation, and adaptation measures.

Employee Training and Development
In a rapidly evolving era, sustainable enterprise development relies on continuous enhancement of employee capabilities. RIGOL places strong emphasis on
employee training and development, integrating employee growth and potential cultivation into its strategic framework. By fostering a supportive learning
and growth environment, the Company empowers employees to advance professionally and holistically. Employee growth serves as both a vital personal
